The National Agri-food Systems Investment Plan identifies agricultural resilience and private-sector participation as priorities. Modela proposes a last-mile model using SACCOs, cooperatives, agro-dealers and pastoralist networks; participation in any public programme requires formal approval.

KLIP
Kenya Livestock Insurance Programme
KLIP provides pasture-index protection for pastoralists in ASAL counties. Subject to appointment and approval, Modela could support beneficiary engagement, contribution collection orchestration, coverage confirmation and payout servicing through trusted groups.
KAIP
Kenya Agriculture Insurance Programme
KAIP supports crop smallholders through approved agricultural insurance arrangements. The proposed Modela layer would use agro-dealers, cooperatives and SACCOs to support enrolment, payment reconciliation and ongoing servicing where authorised.
DRIVE
Disaster Risk Financing for livestock
DRIVE supports drought-risk financing and pastoral value chains. Modela proposes consent, beneficiary-service and operational evidence tools that could connect to approved payment and programme systems; Modela is not currently an appointed DRIVE provider.
Honest-first intermediation, transparent governance
Modela is progressing an IRA intermediary licence and does not claim licensed status until a licence is issued. The proposed operating model places insurance risk with regulated underwriters and requires approved client-money, settlement, basis-risk and complaints controls before production use.
- Risk sits with licensed Kenyan insurers; Modela does not underwrite.
- Any premium flow will require approved PSP, account, settlement and reconciliation arrangements.
- The prototype demonstrates auditable consent, complaints and data-request workflows; production controls require institutional sign-off.
Institutional-grade data and consent standards
The proposed design separates consent for insurance servicing, credit referral and programme reporting. Production deployment requires an approved DPIA, controller-processor roles, encryption, role-based access, retention rules and tested audit logs.

A first engagement would jointly define the operating model, approvals, data interfaces, payment controls and partner training before any controlled pilot. Modela is seeking technical discovery and accreditation—not claiming an existing programme mandate.
