A coverage target measured by enrolment can't see lapse
NASIP's own monitoring indicator counts farmers under the insurance programme — a headcount, with no renewal or continuity measure in the framework. A farmer who enrols and lapses is uninsured in the season the drought arrives. Modela measures persistency — renewal per partner, per cohort, from first enrolment — so coverage reported is coverage in force.

Closing the last-mile protection gap
Less than 3% of Kenyan smallholders have crop or livestock insurance. Modela reaches the informal majority through SACCOs, cooperatives, agro-dealers, chamas and livestock markets — the organisations farmers already trust — using USSD, SMS and M-Pesa.
A verified farmer-data asset
Consent-first profiles covering location, farm type, season and payment history create a reusable asset for underwriting, risk transfer and programme reporting — owned by farmers and shared only with their permission.
National Blended Finance Facility
NASIP names the National Blended Finance Facility as the vehicle for agricultural insurance co-funding. It targets premium subsidies and DFI catalytic contributions of 10–15% for high-risk areas like innovation and insurance. Modela provides the verified distribution and persistency data that unlock that facility.
